Verified Owner: He is the main person behind all the actions. If he adds another owner then they are called Delegated owners, and as I told you, a verified owner can do anything with his GSC account after verifying it. 

Delegated Owner: The owner who has never validated the property.

  • He has the ability to add more delegated owners.

Users:

There are two types of user options in the Google Search Console. 

Full: These are the users who can make changes and also view your console data.
